10 years ago when the Pandora Box was discovered on Mars and brought to Earth, it's activated and creates a Skywall which divides Japan into Touto, Seito, and Hokuto resulting into untold chaos. Along with creating a complex power dynamic between the three regions, the event brings waves of monsters called Smash down on the country, who terrorize and attack the citizens. Sento Kiryu, an amnesiac taken in by a mysterious cafe owner named Soichi Isurugi who provides him with a belt called the Build Driver that allows him to turn into Kamen Rider Build, which he uses to fight the Smash on his own.

The secret organization S.H.O.T. was formed to protect the people of the community from the Jamanga, concealing their existence as ordinary members of the Akebono Police Station, which considers demons beyond their jurisdiction. Kenji Narukami, a student of the Narukami Dragon God Style for fighting demons, arrives at Akebono to fight the demons, eventually getting his wish when he is transformed to RyuKenDo and faces off against Jamanga's forces together with his friends to restore peace in the community.

As a result, the space pirates use "pirate copies" of the powers of the older teams and fight the Zangyack forces as the Gokaigers.

However, they receive opposition from two Super Sentai teams: the Lupinrangers, who aim to steal back the collection to live up their namesake's reputation and save those they have lost, and the Patrangers, who are tasked with upholding justice by retrieving the collection and taking down the Gangler.
